Default resivor over flow hose assembly

i have a 97 Lexus sc300 theres 2 hoses hooked up to the resivor top and bottom one going off out of the side of the car on the ground and so is the other one and there is also one hose connect to the radiator cap and thats pointed to the ground two it the any way the previous owner did it on purpose or do u think its my mechanic falt when he did the ac compressor can some one go check there resivor to see if the bottom or top hose is conected to the right of the radiator cap

The bottom one needs to be connected by the radiator cap, the top one is just a vent.
