Lower front power outlet not working

Lower front power outlet not working
The power outlet in the tray under the front console in my wife's '08 RX400h has stopped working. I checked all three power outlet fuses indicated in the owner's manual and all are good (75 and 76 in the driver's side instrument panel fuse box and number 21 in the engine compartment (type B) fuse panel). Any ideas, or do I need to start ripping out the tray under the front console to find the problem? Thanks.

This is kind of a dumb question but have you gone through the elimination process?. In another words have you plugged something in that particular outlet, then unplug what it is not working in that outlet and try it in ALL the outlets?.
Also connect in ALL THREE outlets something that you know it works for sure to see what happens.
If you already did that, before you start ripping the tray, I would use a voltmeter.
