Default RX350's- different in gas mileage btw '07 vs '08,-09??

I have evaluating buying a 2007-2009 R350 AWD, and keep seeing the 2007's are rated at 19 city/24 hwy, where as the 2008/2009 versions are rated at 17 city/ 22 hwy. I have been further researching this site and others and have not come across any changes to the eng/tranny that would account for the lower rating. Same 5 spd tranny, same 270HP engine. Has this been discussed before and has a reason been established? Was this simply a mistake in ratings at the 350 launch in 2007 and was since corrected for 2008?

Check fueleconomy.gov. The testing method changed in 2008 and 2017 to make the ratings more accurate and that resulted in lots of vehicles receiving lower ratings.

I have an 07 and average about 22mpg combined. I can get 25mpg highway if I baby it. 07-09 are mechanically identical, but 07's have more bugs so spring for an 08 or 09 if you can find it. Still, any year RX with good maintenance records like mine are good. I bought mine with 69k last year for 15500, and it had most of the bugs worked out. (Rack and pinion replaced, all coils and plugs, headlights replaced, and more.) Prior owner really kicked down for some high dollar at dealer stuff.
