Welcome to CL.
There is an interlock mechanism .. that requires the brake to be depressed ... enables a switch on the brake pedal ,,, that turns on the brake lights as well as enemies a relay that frees up the shift lever.
You can pop off the square button on the base of the shifter rand press the little bar of the relay to allow shifting. Details are in the owners manual.
You can ask some one to verify the brake lights turn on when you apply the brake to trace the problem.
