Default Boost leake? 2JZ-GTE

Hi CL,

i'm running stock sequential. I have a boost gauge and it was boosting to around 10-11 psi. yesterday i noticed that it only boost Up to 7 psi then it starts dropping to 5-4 psi. I went ahead to do a smokey leak test. I caped everything from the turbo inlet to the turbo outlet to test the turbo manifold by itself. (picture below). I can hear a little hissing but i don't see the smoke coming from anywhere
i opened the oil cap and all the smoke came out. is this normal? i understand the air goes to the crankcase through the PCV valve but i already capped the pcv on the passenger side ( the turbo side) so i can only test the turbos and the turbos manifolds or am i wrong?
could it be blown turbo oil seals?
