Default 1jz timing issue

I need some advice from you 1j masters. I put my motor in a sc300 and it ran crappy and I noticed that both cams were a tooth off to the right of the timing marks. So I put a new timing belt on it and set the crank at zero and even put an extension in the cylinder to check tdc, then I lined the cams up with the marks behind them. So runs way better except under load it pops and cuts out and is not happy. The timing is at 4degrees at idle which it should be 10 I believe. The tps is set all the way to the right but even if I mess with it while holding a timing light on it it retards even more to like 2 degrees. I've double and triple checked my timing belt at tdc all the marks line up perfectly and I just can't figure out how to get the timing to 10 degrees. Out of gear it revs up fine idles ok a slight miss but not terrible, only under load it's pissed. Any help would be great thanks guys

So I just adjusted the tps with feeler gauges and ohms meter and now it won't start

It was missing in 2 3 and 6 I messed with the tps and it went back to running on 6 but the timing idles at 4 degrees and constantly goes back and forth between 4 and 16 degrees

Once it's warmed up it idles steady at about 17 degrees. If you rev it up te factory bypass valve constantly blows off?
