Strange electrical?

Strange electrical?
So I've been having some weird electrical problems lately..
The problems
At times the car wont start makes one tick noise and doesn't turn over, I tried connecting a battery booster to it and it started right up?
Some times when I press the brake or turn signal all of the lights (inside and headlights) will dim.
I have recently bought a new battery so it can't be that, I cleaned the ground inside the engine bay, so its no that. Today I ran over to the auto store and had them check my electrical output with came up as a 13.92 so thats fine...
Aside from cleaning the ground in the foot area I'm not sure what this could be? But I'll go clean that now.
Any help is greatly appreciated.

my sc400 had a little grounding issue where the lights would dim a little if there was strain on the electrical system.
turned out a few grounding wires were little loose.. tightened up and the issue went away
as far as your starting problem, have someone perform a load test - the best way to tell how your alternator is working. if its the original '92 alternator it might be time for a replacement, depending on the results of the test

Maybe its the electrical ghosts again. I solved mine with a negative battery cable from a 1st gen gs300. Then again it could be your alternator or your grounds, but you have already cleaned them. Make sure you clean every main grounding point in the engine bay before spending any money.
