Default Sticky Rear Brakes?

I had a nail in the tire the other day and the guys had it on the lift. So I had to play around with it. I noted the back left tire does not spin as freely and the back right. I put a decent amount of pressure on the left side and it spins around one complete circle, when I use the same amount of pressure on the other one it will spin four complete times. My emergency brake light is on. I know the emergency brake is stored in the rear. Im getting the new F+R Rotora's any day now so factor that in if necessary. Help!

Before I would change to the new rotors, I would check the emergency brake cable and all the parts affiliated with this operation and make sure there isn't anything binding. The fact that the dashboard indicator lit is on when the emergency brake is released is telling you that something is wrong.
