Long story short : I change plugs, wires, coil, ecu, caps. The only change to car performance is when I change the ecu it use to kill at 1700 rpms before that.

I say both ECU's have bad caps, one is much worse than the other (further deteriorated) - this has become a very common issue on LS400 - you can change the caps using my
GUIDE to changing your ECU capacitors

I'm still lost on which capacitors to order. I need to do it while my ls is sitting for winter.

Great work on the ECU cap thread all! I'm not having any issues at the moment but I am going to swap the caps as a preventative measure. I just ordered the caps from DigiKey for my 1998. Ten bucks is the cheapest investment I've ever made in my LS by an order of magnitude.

I been replace the capacitors. It's another problem, I'm thinking the o2 sensors or lack of air.

oh really?
tell us which brand and series and size was each capacitor that you replaced, and where did you purchase them?
using the wrong type of capacitor is no better than not doing the replacement at all
