last resort for old radiator: try pulling your upperand lower radiator hoses. full blast with a garden hose into the top hose fitting...what kind of discharge are you getting at the bottom fitting? I your not getting close to a one to one flow rate you have blockage. To cure blockage cap off the lower hose fitting, fill rad 3/4 full, dump half a bottle of clr in rad let it sit for a few minutes( five maybe , clr is cheap, you can always do it again...) pull the cap off the lower and flush with the garden hose again, also try flushing from the bottom up. I have been amazed at how much crud can come out of one of these things. This method has worked for me when the standard radiator flush products repeadedly made no difference. Bear in mind CLR is corrosive , wear protective gear and watch that you dont leave it in long enough to rot more than crud.
