Wow yours is much worse than mine. I have a couple bars missing in letters and a lazy backlight that flickers on and off from time to time. I don't think there is a fix for the display though.

Unfortunately, the radio LCD problem is fairly common. The Florida company that fixed my Nakamichi head unit in my 2000 LS400 in Spring 2008 can replace the LCD for you and I think they do not have a problem with helping people outside the U.S.: http://carstereohelp.com/lexus.htm
I have spoken to a 99 LS400 owner locally whose radio LCD failed after less than 5 years -- he had the LCD replaced by the same Florida company I used.
The people at the Florida radio repair company are very nice and helpful. You might send them an email. The person I spoke with is "Bob".
Of course, it may be easier for you to find a used radio head unit from a 98-00 LS400. The standard Pioneer radio head unit is not interchangeable with the optional Nakamichi radio head unit so, if you want to find a used radio, look only for the standard one.
It is easy to remove the radio head unit and separate it from the climate control module. The instructions on the carstereohelp website for the 95-97 LS400 are the same as for the 98-00 LS400. Be careful when removing the center air vents since they tend to fall apart into many pieces. If the vents do fall apart keep track of all the pieces -- I have had to reassemble my air vents each time I have removed my radio.
My radio has had a problem only once but I have removed it several times when installing phone system components and a bracket for a portable GPS. Only 4 bolts hold the radio head unit in place.

So, on my '99 LS400, if the radio isn't clearly marked Nakamichi, it's a Pioneer? I'm asking because my radio does not appear to say Pioneer anywhere on it. Sorry if this has already been answered elsewhere.
