Question Torque Converter/Intake

Well im going off to college this fall and was about to invest some performance money in my car......(going to University of VA)....but when i went to the town i noticed an awful lot of hills and dips etc... just a lot of up and down driving.........i was wondering if i was to get a torque converter would that hurt me on gas mileage, being im going to do a great deal of hilly driving?? also would gettin a improved intake (ie. the weapon-r) help me on gas milieage a little?? just curious because i luv performance but hilly driving with a V8 certainly would kill the gas money.
