Disabling these functions with Techstream will disable the automatic-telescopic and auto-tilt only. You will still be able to make manual adjustments.
Alternatively, you can totally disable these functions (auto and manual) by removing the power to the motors. With the car running, adjust the telescopic and tilt to the desired position. Leave the car running and pull the 20A fuse called TI&TE in the driver-side fuse box (see diagram below). Just put the fuse back when you want to restore these functions.

OK in this case, Techstream is your answer. You can pick one up at Amazon.com for around $20. You can find many tips by doing a search for "Techstream" on this forum. Attached is a listing of neat things you can do with Techstream. auto-tilt and auto-tele is on page 7.

Thanks this is pretty cool. Is there any way to recalibrate the speedo for different size wheels? Fix the sometimes slow upshifts on an 04 transmission when using the manual shift? My indie shop disabled the tilt/telescope for me. It's handy to know what they did. Thanks again.

Thx RKW! Super helpful as usual! I noticed the date on the pdf is 2001. Are there any other functions for 04-06 vehicles not in this article?

Attached are pages from the 2004-2006 repair manual on Customize Parameters. I suspect that the PC version of Techstream can only customize a sub-set of these parameters, while the others can only be customized with a "real" Techstream the Lexus/Toyota dealer uses.
