Default LS400 Low tach idle & check engine light

So I purchased an 90' LS400 not too long ago, has about 220k miles on it, drove it home from the guy's house and it was a bit of a drive. He told me the temps do rise over time because there is a crack in the coolant resevoir tank (which I need to find one). Wasn't sure if they were year specific but mine is a 1990. Also it has a check engine light BUT as i drove it the only thing I really noticed was it had a low idle when I was sitting at a red light. I wanted to know what type of scanner do I need to check and see what code it's throwing? Is it OBD 1 or OBD 2?? I would really like to get it figured out so I can start driving the car around already

any help would be very much appreciated, thanks !

OBDII did not get introduced to the LS400 until the 95-up models, so you don't need a scanner for cars before that model date.
