Let me confirm. Does it mean that you want to obtain 2 digits TCCS code?
Sorry that I only understand some basic English and I often need a confirmation.

I have a code list but all is written in Japanese.
You can find English code list here below.

As I check above contents, JDM 98-00 celsior's list doesn't have 1-11. Also some others are a bit different. For examples, "12 Knock Control Sensor signal", "13 Knock Control CPU (ECM)" and "14 Turbocharger Pressure" are not listed. There may be some others but I have to do some other jobs to do quickly now before I get to sleep and sorry that so much for today.

There is another method to read the code at the "multi information display" located under the speedpmeter.
Do you know how to do that, Ruud?

Below is from a JDM 98-00 Celsior manual. I just translated it quickly using limited my vocabulary.

[Sequence]
1, A/C off.Throttle valve all closed. AT at P or N.

2, After connecting the short wire between Tc-E1 of DIAG connector as well as Tc-Cg of DLC3 connector (needs to do both).

3, Set the Ignition switch at ON and see that "DIAG" is displayed at the multi information display.

4, Push the Function button at the steering column only once then "EFI" should appear and 2 seconds later, the multi warning light blinks. There appears "EFI NG" at the multi information display. After 4 seconds, error code appears. In case there's no error, "EFI OK" is displayed there.

[Caution]
Once you pushed Function button, you should not push it any more since the error codes appear next to next automatically if there exist more than 2 errors.
When you push Function button again, the DIAG mode is changed "
EFI -> VSC -> LASER CRUISE(if equipped) -> EFI
".

[Appendix]
* If "EFI --" appears, it means that the connection Tc-E1 is not done or the ECU is partially dead.

* If "EFI E" appears, it means that the some wiring harness is not OK (crunched, etc) or the ECU is partially dead.

So there 2 wires connected to Tc and 1 goes to E1 and the other goes to Cg?

The OBD Connector is the DLC3 Connector. It's the connector on the right in the attached picture in Yamae's post #26

The TCCS code 21 corresponds 3 different OBD-II codes P0130, P0135 and P0141. If you were able to use a Denso S2000 or a compatible, you'd get one of these codes and know which one.

Those 3 codes are at least related to the left bank.

You can use the same O2 sensor in the LS400.

A quick google reveals:
P0130 O2 Sensor Circuit Malfunction Bank 1 Sensor 1
P0135 Toyota Heated Oxygen Sensor Heater Circuit Malfunction Bank 1 Sensor 1
P0141 - Oxygen O2 Sensor Heater Circuit Malfunction (Bank1, Sensor2)
Does this sound right to you?

I have tried several professional garage diagnostic tools like Snap-On and Bosch and none of them are able to connect to the ECU

Yes, you are right for those 3.

Code readers for non-Totota models can't communicate with Gen2.5 Celsiors.
The OBD-II was only the due in the USA at that time. Non-US Toyota models were implemented a bit different system which had a totally different communication protocol although the diagnosis part is just the same with the OBD-II.

code p0135 related.
I just saw a post on the Lexusclub UK from a member who's P0135 code was fixed by replacing a temperature sender. http://www.lexusownersclub.co.uk/for...fault-scource/

I have pretty much the same symptoms as he described plus my temperature needle takes quite long to reach the halfway point.
I'm thinking the temperature sensor could be my issue as well....
