Steering wheel tilt issue - not the usual symptom
I searched and did not find a thread that describes the issue I'm having with the steering wheel tilt on my 1997 LS400. The wheel moves smoothly up and out of the way when the key is removed, and it moves back down to its normal position when the key is inserted. However, if you try to adjust its position up/down with the switch on the steering column, it either moves in small jerky movements, or not at all. Occasionally, it will decide to work normally with the switch, but not often. Bad switch, controller, or something else?

If it moves smoothly when the key is inserted and removed it, as you say, would seem to rule out the usual gear problem and I would be thinking bad contacts on the adjustment switch.
You could try some electrical contact cleaner on the switch or find a breaker for a used one.
No idea how to remove it sorry.
