Got the 2 bolts off, there's a black "plug" thing in the middle - I've tried pulling it down but no luck. Do I just have to yank really hard?

Hey, there are little plastic screws that screw intoa plastic holder, that will expand once screw in, that is what is holding the bumper on. When I did mine a little bit ago, I had to ruin a few of them in order to them out. If you look on the back side of that you will see either a screw type or a push type they both do the same thing. If you are really desperate and you can't get the screws out, you can indeed just pull super hard straight down and this is will eventally break those plastic body fasters. I know that when we do oil changes on 05+ camry, the underbody fastners are always missing, infact we stocked them all the time just cause. This wont be much help, but this is what it's like when you get one off, you can see where the plastic screws go through into the bumper to hold it in place.
