thanks Dann for your question and JAnderson for your link
i have got the same painful issue for 2 years and now know how to fix it. I once thought that I would unplug the wire so that some one would not be able to lean it down (normally in car wash service or repair workshop)

I just fixed my 93 with the same problem. Take the back of the seat off (2 screws) and on the bottom you will see the aluminum rod (covered with blk plastic). I took a hammer and smacked the rod to the right, and it still would not turn or recline. So I smacked it to the left(and it started turning) and I could see the splines on the right weren't engaging. I used two small hose clamps and a piece of metal that grabbed both parts (hard to explain) and now the right side spline turns with the aluminum rod and the seatback reclines. Don't ask me to repeat this ! Also look at the seat that works, it will help you understand the problem.
