Horns ONLY work when the key is OUT of the ignition
I did try searching first before post this. I have 97 Ls and I need to pass inspection, I have no check engine lights but the horns only work with the car off and the key out of the ignition. Here in Texas apparently if your horns don't work they won't even touch the car. The horns I have on the car are brand new universal T-series from RockAuto. They work just fine when the car is off with the key out. I check the fuses under steering column and all seem fine, the 7.5a mini fuse for "sec horn" under the hood is fine as well. I can replace the main horn relay/fuse and see what happens. I plan to get it from AutoZone.
This is a real , I finally got rid of the p0420/430 and p0441 codes to pass inspection and now this.
Any advice is GREATLY APPRECIATED. Thanks

Okay I replaced the horn relay with one from AZ and no luck. Horn will only work with the car off and key out of ignition. My cruise control works and I have no air bad light lit so I don't think it's the harness inside the steering wheel column. Idk might have a shop look at it.
Update 6/23/15: Well I read a few posts about clock spring or wiring harness under horn cover, I believe this part might need replacing. If I do decide to replace this I will update this post with the results.
