My concern was having the fogs turn off with the car. so no dead batteries. I did this mod as it was written and they worked but not from the fog light stalk. and only with the headlights off. and I put a switch inline with the power wire

fuses all good relay stopped clicking. I did have an issue during the hot spell and my fogs stayed on for several hours. with headlights and car off. I thought it might be sticking in the relay from the heat. pulled fuse then and reinstalled a week later and have not had any problems. until Monday. going to look at it Thursday. when I get new relay. if still nothing then I don't know. but I did check all fuses right away

I just got an electrical wiring diagram manual for my 1997 LS400 and there is another option.
The Fog Light relay has 4 connections-
1. Constant Hot 12VDC from battery.
2. Wire to feed Fog Lights power.
3. 12VDC control power coming from LF low headlight feed. (This is why the Fogs only work with the headlights on)
4. Switch on stalk which provides ground to energize the relay.
On the main fuse/relay panel behind the battery there is a wire that runs from the LF headlight low beam fuse to the Fog Light relay under the dash to provide control power. This wire also sends 12VDC+ to the "Combination Meter", I think the light in the middle of the dash that comes on when the headlights come on. We can cut this wire and splice it into power coming from the tail light fuse or side marker light fuse, which is what the Canadian models have. I see no necessary purpose to the dash light telling me my headlights are on anymore than if my parking/tail lights are on so it would be lit when the tail lights are on.
I haven't lifted up my main fuse panel to take a look at the actual connector, pin position and wire but it is connector 2E, pin 1, a red wire. I'll check this out and see what color the connector is and how to easily identify it.

So, with this writeup, would you be able to run the fogs on with the high beams?
Was messing with some new bulbs for several hours lastnight and I was bugged by the appearance of the fogs being off when my highbeams were on.

Did you read the instructions in the first post? There are specific instructions on wiring the fogs to do EXACTLY what you just asked.

Well it's a good thing I provided very specific instructions that only require a few screws, six bolts and one nut to be removed. I'm pretty sure you don't have to take apart the whole interior.
