telescoping steering not working

I do not know the answer to your question but I do know that you need to provide more details if you want to get help. First and foremost is your titl/telescope feature power or manual.

I'm going to call the dealership to see if they can disable the automatic retracting steering wheel function when the car shuts off. Hopefully that will buy me some time from replacing the telescopic motor.

OKAY now we are making some headway .......... yes the dealer can program the tilt/telescoping wheel function at ignition on/off to off so that the tilt/telescoping function does not automatically occur at ignition on/off. Some older models had a switch that you could toggle on/of to defeat/enable this function but it appears the newer models have to be programed at the dealer

To DIY, as the OP requests, requires a laptop with Techstream and a VCI cable.

I'll clear up the ambiguity, maybe I should have typed "some older Lexus models"
I hope that this part of my message was clearer :"but it appears the newer models have to be programed at the dealer" or maybe I should say "newer Lexus models"
I was not referring to the IS models in particular, I was speaking in general, I thought it was implied that the switch was applicable to the Lexus models that were fitted with the switch but I guess that would be too much to expect that the general public understand ......................
