How to clean headlight fog?

It's on the outside of your headlights.
I would recommend having a paint and body shop do it. Ask them to sand them down and spray it with some clear coat to have a nice clear finish. Your headlights will stay clear longer.
Alternative, buy a headlight restore kit from an auto parts store or online. Use a kit that lets you sand down your headlights and has a way to polish them. Will cure your problems for a month or more depending.

I had great success on my Supra using a kit from Griot's Garage. It included sandpaper and a clear spray. After masking off the area around the lights, you sanded the headlights fully, cleaned them with a wipe included in the kit and then sprayed with the clear. It has now been two years and they look perfect. When I got the lights sanded, I had the "Oh, ****** feeling because of all the scratches from sanding, but the clear took it all away and they were perfectly clear. You then let the lights cure in the sun for an hour.

Just keep in mind. Only polishing the headlights will work but the hazing will come back a lot sooner. I think sanding and adding a clearcoat is your best option and will last a lot longer.

I have the same problem on my 07. I've used various kinds of polish with little to no effect which leads me to believe the fog is on the inside. There are also little cracks forming as well. I found a local place that can refinish them for $80 a piece but don't want to shell out the cash if the fogging is coming from inside. Anyone one can confirm?

The hazing can occur on the outside and inside. If you polish your headlights and there is still a yellow tinge then it will be from the inside.
The only way you can fix the hazing on the inside is to open up your headlights. Best to double check your local place on what process they'll be following to refinish your headlights. If they're not opening the headlights, they'll be just restoring the outside.

Then apply a small amount of toothpaste onto a terry cloth or a towel (a paper towel can work in a pinch) and slowly work it onto the headlight (it will be very tough to work in as dry toothpaste is very gummy/pasty).
Once the toothpaste is worked into the headlight, the easiest way I clean the headlight now is to then get a clean, damp cloth (terry, towel, paper towel, etc.) and clean off the toothpaste. You'll find that it will come off really effortless.
Then you can then remove the tape (if you used it) and then use a quick detailer spray and a microfiber cloth to finish off the headlight.
And on a unrelated note, this toothpaste method can also work with silverware and silver jewelery.
