I have not been able to find a regulation at the DOT web site that would apply. Seems like anything you have had to date meets the following requirement.

DOT Website

My guess is that it's more of a worry about liability. Makers of steering wheels don't want to get sued if a shirt or pair of shorts get caught on the "horns" of a wheel like your first design.

Slightly off topic, but does anyone know where I can get a Dark Bird's Eye Maple Steering Wheel for my 2012 IS 250? I want one like this or maybe without the flat bottom if one exists? https://www.clublexus.com/forums/2ge...ing-wheel.html
