HELP! - Power steering DOESN'T work and the P/S light is NOT on..

HELP! - Power steering DOESN'T work and the P/S light is NOT on..
So heres a head scratcher... atleast for me it is..
Bought a Lexus for my sister 2007 IS350 about 63k on it right now.
Great car the only problem is that the power steering is not working and the P/S light is not on.
I should say that this car did hit a curb and i had to replace the radiator and the radiator support frame. Now i just have the steering to fix but i dont know what to do and what could possibly be wrong with the it. I checked the fuses and all are good, i would just really hate to have to change both the power steering rack and the ECU / CPU to get it going..
anyone else experience this problem and or any suggestions on what could be the problem? any help much appreciated....
