Default IS*50 Clearance between front bumper and fender

I've got my front bumper painted few times (minor scratches), now the car has increased clearance between fender and bumper (on both sides).

It seems like the plastic retainer (under the fender) is weak. Cause if I excessively push bumper to it, the clearance decreases but then after a ride it goes off again...

I've tried to adjust the latch on the retainer but the plastic is very flexible...

Any ideas?

P.S. In scheme I found some "rubber" called "PROTECTOR, FRONT BUMPER" (52541-53010). Is it essential? Cause I dont have it (removed while painting I suppose).

Mine and a number of cars I saw on the lot were like that, too, from the factory. Even after physically removing the bumper myself and attempting to adjust for a better fit, there was little that was accomplished. The bumper reinforcement looked fine, as did the opposite side of the bumper cover. It was minimal enough that it could be ignored, but I'd assume a professional body shop would be the better ones to address it.

This photo doesnt show all the problem, from other angles it is more noticeable.

BTW new cars have perfect clearance in that area.
