IS250 Fuel delivery problem
I have a IS 250 that the computer reads the static fuel pressure at the rail of 200kp, when cranking the pressure fluctuates from 140-180kp. She wont start although is seems like she might want to. I read that pressure should be 200mp or 2100psi or so. I have replaced the tank fuel pump assembly and all of the fuel injectors (thought one might be stuck open). She still wont start. Any ideas on what would be going on?

It may not be a fuel problem. How many times have you tried to crank? If too many you have flooded the engine probably. Either pull the plugs on passenger side to see if they're wet.
If you hold the gas pedal down that is the de- flood mode on these car. Which should cut fuel while cranking.
At this point read about starting fluid, and how to use it.
Nonetheless it could be so many things why it's not starting. Giving as much information as possible will help a lot. To try to steer you in the right direction.

No codes. I purchased the car in this condition. The previous owner stated that it was running rough, as it had been sitting awhile, he added additives and fresh gas. On his way to autozone it died. He said that the engine would not get past 4k rpm.

Yeah you need to sort that out first. This is the down side of purchasing a used car. You have to get in there and look at what's been tinkered with. At any point while the car was operational. Did you get a chance to measure voltage at the battery?

I just tested the battery, 12.05v draw of 1.3ma. I wonder if I was accidentally leaving the car on (I am not used to push button starting)

Foot on the brake pedal then pushing the button is the crank. In park hitting the button turns the car off.
Facing the engine right side there is a fuse box under the panel. Check all EFI fuses.

Pushing the button once it's in "accessory" mode. Pushing it another time its in the "on" position. Hitting the button a third time turns it off.

yes, I can connect and scan without any error. I have unplugged sensors to initiate a code and was successful.
