Rear seat - fold down or small pass through?

Toyota doesn't do it on all models either, for example on the Corolla, while fold-down seats are standard on all models, on the 2005-06 XRS, they had bracing added back there and took out the fold-down seats.
While it does kind of suck not to be able to fold them down, on the other hand, having a more rigid, quieter car seems to be the way Lexus would prefer it.

I have been seriously considering moving up to a Lexus. Do any of the newer Sedan's offer folding rear seats? I had a car that didn't have folding rear seats and swore I would never own one again. They just come too handy.

That's correct. According to Lexus, due to additional spot welds and adhesive bonding, the body structure of the new IS was rigid enough without the additional strength afforded by bracing behind the seat, which allowed the engineers to keep it open and offer folding seats for the first time in a Lexus sedan.
As a side note, the Camry has typically offered fold down seats in all configurations except the SE models, which have added bracing for increased structural rigidity.
