Please know that HID bulbs typically do not have ratings of 35W or 55W; this is because the internal workings nor the chemical composition inside the bulbs do not change if you use 35W or 55W ballasts.
Instead, the increased wattage of the 55W system operates a bulb at a slightly higher color temperature, making the light brighter.
--- Standard halogen headlights on most vehicles are 55W already, so installing a 55W HID system would draw about the same amount of power as a 55W halogen bulb.
And in regards to your question, it's normal that the HID Lights should go through a "warm up" period when first turned on however the light output should be stable once the light is fully warmed up. If you experience one/both sides flickering while driving pair of capacitors and relay may be needed to help store power for the kit so that the lights will stay on consistently.
If the capacitors and/or relay fail to resolve this problem, there may be malfunctioning parts.

The OEM Fog light bulbs are 55w so if you can use a 55w HID system. A true 55w HID system includes both the 55w HID bulbs AND the 55w Ballast.
A 50w HID system included either 55w HID Bulbs and 35w Ballasts, or 35w HID Bulbs and 55w Ballast (rare).

Since the fogs are aimed low at the ground, I don't think it would blind oncoming drivers. Especially with the 2008+ elliptical lenses. Unless you had your RX lifted up several inches lol. Also, retro-solutions.com offers bulb capping with their kits, to help prevent glare to other drivers.

Are those H11 bulbs or 9006? I have the H11s on mine that came with the car, but the manual says (as well as the auto parts store told me) the RX400h uses 9006 fogs. Is it true?

** contrary to what is stated above, the last thing you want to do is run a 35W HID bulb with a 55W HID ballast as you are literally overdriving the HID bulbs. The bulb will burn hotter and burn out quicker. There are true 55W HID bulbs out there however 99.9% of the merchants selling 55W Hid kits are simply using 35W bulbs (as stated in the above post).
