Replaced VVT and Timing Belt..car wont run now?

Replaced VVT and Timing Belt..car wont run now?
Hello all,
98 gs300 3.0 I6
Seems like a great forum here so I figured someone here can figure out something I am probably missing.
Car ran fine (oil leak) before taken apart. Replaced the VVT and timing belt. Marked on the timing belt and gears before replacing the belt like I have on the probably 100 timing belts I have completed before.
Put the balancer back on at the 0degree mark with the 60degree mark facing to the left and can't get it to run. It will crank but just spit and sputter. Have fuel and spark..compression as well. Never in my 40 years of working on cars have I had a problem like this.
Any help is greatly appreciated. Thank you.
