Too high offset = sunk, etc.
Too low offset = poke and rubbing, devil camber, etc.
[CORRECTED]
Otherwise there's really no Magic number. Wheel offset is a science it comes down to how much your lowered and how wide the rims are, whether you wanna roll your fenders, etc. etc.
From my personal experience,
19x9.5 +20ish front and 19x10.5 +15 is around optimal offset to be flush
Again it varies with how low you are, how much camber you are going to run, whether you running rcas etc.
Too low offset = poke and rubbing, devil camber, etc.

lower the offset the more poke you get, higher the offset the more the wheel will sink inside the fenders.
