Door won't stay closed/locked

Door won't stay closed/locked
I'm having this problem where when I close the rear passenger door, it just bounces back and doesn't close or stay locked. The lock mechanism is "open" so that's not the problem. It can shut so it's flush to the body, but once I release pressure it doesn't stay shut or lock.
I tried to manually lock it, and use the automatic locks while applying pressure and nothing works.
Had to miss work today because if I drove off, the door would swing open on a turn.
When I use the automatic locks while applying pressure to the door, it makes a "buzzing" sound.
I thought it was because the lock mechanism was frozen but I already de-iced it and WD40'ed it with no success.
Is this the infamous door actuator problem? From what I read you can still manually lock the doors though so I'm unsure.
Any ideas/help?
