I was hoping to find the wiring tucked away on the headlamp harness... Which would have made it a tad bit easier & seamless
NOW will have to string along some wiring in there (cleanly) and route one to the interior for ON/OFF Switch functionality..
Not hard, but not for the novice..

The switches looks taller or longer than the non-cold weather switches. So if one was to buy a European or Asian panel switch, there may be a gap or it may not fit perfectly In that slot.

The switch panels themselves are sold as an assembly, not just the rocker toggle part. Since these panels are unique to 4th Gen GS, they don't have a universal button fit like certain older Lexus/Toyota models.

Ryan's right on....!!
As I as already have been going over the cost analysis of all these switches plus lack of blanks...
I did find a spot to add a small 3rd party switch below the Auto Parking Brake selector.
Also, I found the regular GS Stalk w/Fog selector, online for around $120 bucks..
An experienced person can have the stalk installed and basically run one wire to the stalk pin for OEM like operation.
More to come...

We came to that exact determination as well......
Or to keep things on the "simpler side"..
This plain black Toggle Button can be done as well for a fraction of the $$ cost...

Potential Hidden location would be on the thin plastic trim that holds the "Parking Brake" buttons...

Haha nice pictures showing different buttons. Nicely done there.
Still, I wonder what that blank slot could be on the (Right Hand Drive JDM Japan version)?
Anyways
Our F-sport GS here in Europe and Asia Pacific have indicator stalk with foglight switch built-in. If you know someone from Europe or AsPac, maybe you can inquire from them and get one (Left-hand Drive)
EDIT and PS:
Haha I forgot to add my contribution
Our Lexus GS 4th generation for the Philippine market (cost-cutting and skimping on features):
