TB is no big deal, just don't spray directly into it. i've removed/installed TB's many times on mustangs on never had any issue. if you can reused the gasket, do so, if not a new gasket or silicone is fine. SVT lightnings are notorius for have oil get into the TB, at 60k, it doesn't look bad, but still a good idea to clean every so often.

Ya, definitely buy the new rubber gasket while you're at it. The galleries machined into the TB are fairly deep, and an absurd amount of silicone would have to be used. The TB gasket also contains an integral metal screen which catches any potentially engine damaging chunks and also creates laminar flow into the plenum, which increases efficiency and performance.

The GS450h actually has two vent lines. The first one has a PCV valve in it and is located at the right rear of the engine, tucked under the intake plenum. This particular vent line (which is the oiliest) dumps in *after* the throttle butterfly.
The secondary vent line doesn't do too much and has many baffles in the way to avoid a lot of oil transport into the intake system. The throttle butterflies in the 450h's typically stay cleaner than the 300's and 350's. The top of my intake manifold, however, was oily as anything when I pulled it off (same with the plenum).

Check Rockauto.com. Should run you about $12 MAX for each plug. I believe the ones you mentioned are about $10-11 apiece. If the spark plugs replacement makes it easier for a mechanic to access the TB, I don't see reason why NOT to clean it. If it's dirty, it'll make idling rougher and cause sudden shakes occasionally. Seems like a no brainer to me.
