Default P0446 error

I am getting a 0446 error, I removed the VSV attached to the charcoal canister it was not working, not clicking with a 9v battery. I replaced it. I reset the code and it keeps coming back. I was wondering if anyone knows what fuse supplies the power to the VSV. I would like to make sure that the VSV is getting power. If it is working OK then I will need to do a smog test to see if I have leaking hoses or a bad canister. Already ruled out the gas cap.

Anybody have any idea what they charge for doing a smoke / leak check on the emission system?
