Question Issue with weird/normal RPM behavior

Hey all! I'm pretty much an occasional lurker, but have owned a 95GS for about 3 years now. So far, love the car!.. Except when things break... Which brings me to my issue. I've tried various searches on here, and ended up on Twong's Cold Start RPM Spike thread (still didn't find a good answer).. Anyway..

My problem: Driving at 40mph @ 2kRPM.... Let off gas, RPMs drop down to 800-1k, then bounce back to around 13-1500RPM... This is not a gradual dip, then rise.. It feels almost like RPMs are too high for the gear the car is in, but the tranny seems to be strong and problem free. Plus, the problem seems to persist even with the car in park.

The above numbers are just examples. The dip, then rise happens pretty much regardless of what speed I'm going. The difference between the dip and rise also seems to vary -the faster I go, the wider the gap. (which really sucks ha It originally only happened the first 10-15 minutes after starting up in the morning. But now, it's happening more often, and after the car has been driving for 15+ minutes. It also doesn't seem to happen every time I drive..

I haven't tested this next part again, because I don't want to afford another $100+ tow... But, last time I was running about at 2700RPMs for a continuous 10-ish minutes, the car started choking, and eventually died -couldn't start it for almost a full day after that.

About 6 months before the choking mentioned above, an EGR code was thrown. I replaced the EGR vacuum modulator, and the code went away.. It just recently started popping back up (along with O2 codes).

Things I've replaced within the past year and a half are(in order): starter, alternator, battery, tension pulley, valve cover gaskets, plugs, plug wires, ignition module, distributor.

Do ya'll think a clogged or bad EGR/O2 sensors could be causing this? I kept thinking those were the culprits, but everyone I kept asking referred me to different components; hence the list of replaced parts...

I'm probably going to replace and clean the EGR/ports, etc. this coming weekend, but am at my wits end when it comes to this issue.. The dip has already stalled the car out three times, resulting in a tow each time..
