steering noise
I get a whining noise while steering. There is also a weird, faint fluid gushing sound while steering. Steering is effortless and the fluid looks good. Is it a bad pump or worse?

It's a 93, sorry. A cat hissing? Maybe, but more like a fluid gushing though a hose or small opening. It doesn't seem to matter what direction I turn the wheel.
And the whining noise I fear is a bad rack or possibly the PSP.

Ok, do you hear it while the car is stopped? If so I would check the power steering lines for crimps, or any other visible damage, then pull the power steering reservoir, and clean it out. Make sure there is no restrictions.
