Brake/rotor manufacturer replacement specs
I am trying to pass a Virginia state inspection. The car is a 2005 ES 330. The auto shop told me I needed brakes and rotors. After replacing the front I noticed they still had a lot of pad left on them. I would like to measure them myself before doing the back. Can anyone tell me the manufacturer or VA state minimum specs for brakes and rotors or where I can find them. I know the shops have a book, but I can not seem to find the information online. Also, how would I go about measuring them? Is there a specialized tool for it or would any caliper work? I attached a pic as well, please let me know if you would fail those. Thanks.

Are the inspections that serious that they measure the rotors? I would imagine they would measure brakes cause thats easily done without removing anything. I would guess those pads have roughly 4 maybe 5mm left on them. I would still use them. Minimum recommended before replacement is 2 mm or less for brake pads. I can look the rotors up if you truly think you'll need them... but I honestly doubt they'll measure them, I've never heard of that. But what do I know I've only lived in California and Washington.

They do measure rotors. After replacing my front brakes and rotors I went back since I didn't believe they needed replacing. They said the front rotors met specification before I replaced and the back did not. They told me everything needed to be replaced beforehand (at $750), which is why I am skeptical of their entire inspection.

There may be, but I wouldn't know where to look. I should have went to a local place instead of one of the big chains in the first place. I was considering getting it inspected again somewhere else before replacing the rear brakes and rotors. I am sure the back brakes are in better shape than the front even.
