i would try a wheel cleaner.. that polish you see above probably won't remove the dirt on the wheels if there is a clearcoat on the wheel which im pretty sure you have on there. another cleaner that works would be brake parts cleaner, but that may be extreme. if you follow the directions on the wheel cleaner, it should take off most everything.

That looks like brake dust pitting on top of the surface. Let's hope it did not etch in deeper and would require a polish or compound to level it. I would recommend using a PH safe wheel cleaner first to clean things up to reveal what can be removed in the process. P21s wheel gel cleaner or Sonax FE are my to go wheels cleaners, but for this situation I would choose Sonax FE over P21s because Sonax have iron particle cleaning abilities.
It might require more than one application and if it does not appear to have any effect then you might need to take it to a professional rim repair shop to repair the finish.

LEAST abrasive step first. Using a wheel polish should be your last choice in things to try despite them being readily available. That way you help minimize any potential scratches from friction. Of course, ALWAYS test in a spot before spraying or using anything randomly.
I would recommend Sonax as well. It appears to be a mix of brake dust and something else. If that doesn't help, then would you happen to know if your wheels are coated or uncoated?
