I got my WT plates and Caesar tinted my windows last week. Right now it's still illegal to tint your windshield at all, even a strip at the top, even w/WT plates. There's no % limit on the rear or sides w/the WT plate, though. I went w/20% all around and really like it. My driver's side got caught on the weatherstrip at the bottom and I have to go back to Caesar for a re-do... but he's a great man to use for tinting.
I live in the near-North side and the cops around here LOVE to ticket for window tints and especially missing front plates. I don't think they'll ever get rid of front plates, since the photo-tickets are such a great source on income for the city.
But they always take a picture of the rear plate right

You got the WT plate for 20% all around??
Haha just kidding. At least you won't have to pay any tickets.
I cannot wait for this to be amended by Illinois State Congress. I will get all windows tinted the next day the bill passes. Then I will have a subsequent barbeque in my garage to party it up.
The Senate just passed this legislation. It's going back to the House because the Senate added an ammendment. If the House votes to pass with the new ammendment, then it goes to Quinn's office.
