Question is it possible

I need to know if it's possible to find out the wheel offset on the inside of a wheel?
coz the rims I'm looking to purchase has 20x8.5 j and ET 38 on the inside of the rim soI'm wondering if the ET 38 is the offset of the rim, I was told that the off set was +35 so any hel is much appreciated

ET 38 is +38 = offset of the wheels. 20x8.5/+38 is fine
