Balancing corrects wheel alignment.

But if it's a bad tire, like uneven wear, well, no, balancing won't fix that...

 

You're just a little vague, "bad" is not descriptive enough. If the tire is out of round by a minor amount, rebalancing it can help but if it significantly out of round, has a slipped/broken belt, or has any road hazard damage you need a new tire.
