Where can I find installation instructions for

I know it's not the factory instructions but I used this video for reference for the mud guard install on my TX 500h.

Your Lexus dealership should be able to provide you with official instructions, just gotta ask for them. I also installed the cargo sills on our TX but I winged that one and luckily it came out pretty good.
