Default Will this offset work on my '01 GS430 ?

I've been offered a set of staggered 19" wheels at a great price I just need to know if I will have any fitment issues ...

19 X 8.5 offset +25
19 X 9.5 offset +25

If the offset is not "conservative" (i.e. no fender rolling) are spacers adviseable to get it up to the +38 range ?

in MY opinion, these are too aggressive, you need quite a bit fender work. and spacers will only make things worse

Yeah, as Rominl said those offsets are already to high.
For perfect fit without rolling/cutting/shaving you would have to start with +38 offset, than if you want more agressive look by adding spacers, for example 10mm will put you at +28 offset, so that means your wheel will stick out 10mm (+28) more than, wheel with +38 offset

You can't fix +25 offset by adding spacers, it will be an opposite to what you want acheive

19x8.5 +25 front is pretty agressive for 2nd gen. GS, but it is doable with some fender work
19x9.5 +38 rear won't give you so much trouble as front, if you choose right tire, you might be required to do very little work on inside fender lip.

Here is exapmle for rear wheel:
I was running 19x9.5 +38 on 275/30 Dunlop Direzza tire, the edges on this tire are very narrow, so because of that, i was able to run 5mm spacers which gave me total of +33 offset and even after that i had about additional 5mm space betwen tire and inner fender lip, that means i could run 10mm spacer which would put me at +28 without any fender mods, what so ever

All with 275 tire, no unnecessary shaving/rolling or tire stretching

I belive you can make rear wheel work with no problem, front is a different story, can't advice you on this one

I think it's possible to run with these specs, but you do need to modify you fenders. As an example, your wheel will have an equivalent measurements tp a +13 offset if the were 9s and 10s (instead of an 8.5 and 9.5). I am running a 19x9 +26 and a 19x10.5 +30, and I had to do was roll the front fender edge and shave about a 1/4 inch off the rear fender lip.

Tire sizing and brand is also important, as sidewall characteristic will change from brand to brand. I recommend 235/35/19 and 265/30/19. with a round widewall. Brands I have experience with that comes with rounder sidewalls are Falken FK-452 and Dunlop DZ101 or SP9000. Some members might be able to chime in with their own tire recommendation.

Ok so the 8.5" w/ +25 was not going to work .....

I've found another set that I want to ask about if I understand correctly these should fit

18 X 8.5 +45 and if I add a 10mm spacer I can change the offset to +35 which should still work on all four corners of my GS

I will be running mild lowering springs in the future and the brakes will stay stock (slight possibility of a Supra BBK retrofit)

Is my logic/math right ?

Poyet is tight, tire selection can have A LOT to do with whether or not these work. With aggressive offsets, stretched tires are your friend!

As far as the offsets... These would look the same on the fender as:

19x8.5 +25 same frontspacing as
19x9.0 +31
19x9.5 +37 (would look basically the same as my front wheels)

19x9.5 +25 same frontspacing as
19x10.0 +31
19x10.5 +37
19x11.0 +43
19x11.5 +49 (these are actually a little INBOARD of my current rear wheels --about 6mm-- but my fenders are chopped & stretched a little, but they are still inside the fenders)

I'd run this set-up with 225/35-19 + 235/35-19s, but they are not for the conservative Lexus owner... they will require fender work.
