Default Deep, permanent stains/etching on inside of rims from the chrome plating process

These stains look like they were left over from the harsh chemical used in the chroming process. Here are some pics to show you what I am talking about.

They all have a drip-like pattern, starting at the center of the wheel and then migrating towards the (lower) inner edge, which suggests gravity was at work, and resisted all removal attempts, including scotch-brite, steel wool, wire-brushing and sandpaper. I ended up having to resort to painting them to cover it up.

The stains are on all 4 rims, and very stubborn to remove, so I ruled out brake fluid, which does ruin paint but otherwise is not a big deal on metal. Besides, what are the chances of all 4 calipers leaking brake fluid at some stage, and then, only once per wheel, when the car was stationary?

By the way the stains formed I thought that whatever it was, was likely to have dripped down from the caliper area, pooled onto the inner wheel, then flowed down onto the tire. But I posted the same pics on the detailing forum www.Autopia.org and one response I got was that it was from the chroming process, which makes sense.
