Default right rear splash plate/backing plate replacement

I had a rubbing noise from the rear a few months ago and decided to investigate. I took off the rotor and a piece of rusted metal dropped out. For the life of me i could not find where it went. I put it all back together and didn't have any issues. The rubbing seemed to go away but has come back as of late. I know it was the emergency pad that was rubbing so i checked again. Nothing really seemed to be out of place but found out where the piece of metal came from.

It was the small piece that is welded to the backing plate/splash plate that the e-brake adjuster is welded to. that piece is $200 and i don't feel like paying that for something like this. Does anyone have a better connection for a piece like this? Is it that much of a PITA to replace this? I'll have to bleed/flush the brakes then too.

I'm also not planning to keep it past next winter so if i had to replace the e-brake shoes, i may just do that.
