I'm new to the forum so I'm sorry if this has been asked a million times. Will the Supra TT brake upgrade fit my 99GS400 with the stock 17" rims? If so what parts are needed?

nop it will not clear, in fact the supra tt calipers are so huge you need to get new wheels for it. you CAN try to use spacers but i will never do that coz' it affects handling

Another option is LS430 calipers with SUpra rotors. Still 4 piston but much lighter (alluminum), slimmer so will fit behind stock 17's but no one has tried it yet. I'm looking for used calipers to test fit but some custom fitting is needed I suspect.
