Look for a DIY shock replacement thread; you will be basically be removing the shocks from the car in order to replace the torn shock covers. If you don't have the right tools, I'd recommend a shop to do this for you. You will need a spring compressor if you don't already.

How many miles are on the car? If you are going to go to all the work to remove the shocks I would just put new one on and be done with it. If you have 60K + miles they may feel fine but I can guarantee that once you put new ones on you will feel the difference.
