When installing lowering springs what does preloading the suspension mean?

Either lower the car so it has its weight on the wheel, or jack up the suspension. The weight of the vehicle needs to be loading the suspension so bushings, etc., are tightened in their correct positions. It is important so they do not wear out prematurely, and also so they do not provide odd twist to the suspension arms as they move through their travel.
