Default black plates (suspension)

quick question!

swapping suspension i noticed a black plate that seemed to come off the OEM suspension.

im assuming the black plate is there to serve as grip for the nuts to hold down coilover, springs, etc. is that the purpose that it serves?

if i was to install tien strut bar, would this black plate still be there?
