Talking wheel bearings???

I searched a bit but didnt find much.. Anyways Im getting a noise from the front wheels that sounds about like the pads going bad but they were jsut replaced along with new rotors. There is no difference in the noise when the brakes are applied or not and the noise does not change with speed. I notice it primarily when at low speeds and it bugs me. Could this be wheel bearings? Im about to place an order for a whole bunch of maintence parts and trying to have everything ready. Any ideas guys??????

thanks
